If it becomes available, I would recommend listening to the comments made by Jim Swire, live on air on BBC News on the matter. Apart from his reasoned interest in the case, he said that as a GP they sometime get this wrong and that it was a good thing they did and that Abdelbasat al-Megrahi received extremely expensive treatment in Libya that was probably a part in extending his life by so much.

we won't know. The suspicion is that it was done by Syrians, but, since we were busy loving up Assad at the time, the Libyans were a convenient scapegoat.

I thought that most likely it was sponsored by the Iranians as retaliation for Air flight 655 being shot down with 290 passengers by US battleship Vincennes. US Air Force command issued a warning after :"We believe Europe is the likely target for a retaliatory attack...". Apparently the CIA was monitoring a guy who often worked for the Syrians, who spoke to the Iranians afterwards and had a cell in Germany with a guy who knew how to make the bomb used at Lockerbie. Gareth Pierce's "Dispatches from the Dark Side" has a chapter on this. The idea is that amidst various hostage negotiations in Lebanon, the US wanted to avoid pointing a finger too firmly towards Syria and Iran.
I feel sorry the victims don't have a transparent inquiry to rely upon and the death of al-Megrahi won't help.

It was politically expedient at the time not to blame Iran so Libya was blamed as they had been involved in various high profile acts of terrorism including the shooting of PC Yvonne Fletcher. Megrahi was just the fall-guy; he was innocent - even Jim Swire believes that.
