I'm guessing the OP is an attempt at a critical appraisal of the Manchester Evening News website, known colloquially as MEN.
Leaving aside the irony of the spelling mistakes and generally scruffy prose, the question the OP poses about who 'pays to publish this crap' is an apposite one.
There is a culture of everything on the internet being free which local newspaper publishers have found hard to break.
To provide a reasonable quality local news service, local newspapers have always relied on a combination of advertising revenue and cover price.
The internet has denied them the cover price revenue, meaning less resources available to invest in the product.

If you were searching for news about Northern Fail's train timetable, you may be better looking for an online clairvoyant.
Surprised no hatchet job on Northern could be found as popularism and what is annoying locals is what sells local rags although they can go too far as the Harrogate Advertiser found out tweeting a video of the still muddy Stray as a result of the UCI spectator arrangements, the week after the attacks in London. A local paper doing proper investigative journalism is as rare as rocking horse droppings.
