There is a culture of everything on the internet being free which local newspaper publishers have found hard to break.
To provide a reasonable quality local news service, local newspapers have always relied on a combination of advertising revenue and cover price.
The internet has denied them the cover price revenue, meaning less resources available to invest in the product.
