Why do you say that? The Beatles rated him highly and various quotes by other drummers from bands past and present are very complimentary about Ringo.

It just seems to be one of those fashionably clever remarks to make.
I agree, a quick google will show many professional musicians who rate his style highly.
Wasn’t it a throw away comment from John Lennon who said he wasn’t the best drummer in the Beatles.

That was a myth from the same stable as "Bob Holness played sax on Baker Street". The Ringo comment was originally a joke by Jasper Carrot and has at times been attributed to all the other Beatles.
 
I just thought it’s a fairly major admission to make after you’ve been one of the top bands in the world and recipient of numerous accolades including a Grammy. So you can get to the top of your chosen profession by being bad? I’m sure he add other qualities which helped to compensate.
Perhaps as you get older you don’t mind admitting your failings or perhaps you just don’t care. As he says when he stated off it was very different, as long as you had a drum kit and transport you got the job.
Technically he is not particularly proficient but he has a unique and interesting style which reinforces and enhances, his contribution is very sympathetic.
Many drummers never play a song the same way twice, it's an in the moment thing. I love the way he plays.
