Have you missed the puncture repair kit? Patches & solution? I would always try and repair on the roadside, rather than use a new inner when the hole is obvious. Would rather keep the good spare in reserve in case a thorn is left in the tyre or you puncture again later in the ride.

More beer kitty money, and a lock for while you're ordering at the bar. Otherwise it looks good.
 
Ignoring the lack of liquid as you've covered that, and ignoring the fact that in a group there will be other spares, I'd remove the CO2, 'phone and debit card from that list and add a quicklink, a few cable ties and some nitrile gloves. (I'd only have one tube too, but then I use tubeless tyres so the scenario's a bit different and I carry a 'tyre boot'.)

You are going to be popular, p1ssing about at the roadside with patches on a short ride. Repair patches are for all day rides
I think it is fairly well covered by now, lose the CO2 and maybe cut to one tube. Add a chain link.
I rode 95 miles to the N Wales coast last weekend on the road bike and carried exactly;
1 tube
1 pump
Levers
Hexus ll multi tool
Chain link
Phone
Cafe cash (£20)

I had 2 bottles due to distance and a small cable lock, for only 3 hrs with mates 1 bottle, no phone and no lock would be ok.

I honestly cannot remember the last time I have had to fix a bike on the road, other than punctures or chain issues so I would be happy to just carry a chain tool in place of the multi tool for shorter rides but the Hexus is so compact it is hardly worth not taking!

Find it a little strange that peeps ride with only one spare inner tube. I've had simultaneous front and rear punctures when inadvertently riding a lane the hedge cutter had just passed.

I will usually cater for 2 'visits' just in case (either 2 tubes or tube & repair kit). For a short group ride of similar bikes 1 tube each should suffice and my unusual travel light ride to N Wales was made in the knowledge that I could have made 'the call of shame' to my better half who had driven ahead to the destination.

I would leave behind one tube add a puncture kit and a quick link or chain tool, if you break the chain you're knackered unless you can fix it.. Personally I tend to take everything but the kitchen sink.

Seems we all agree....I would add a tyre boot. Takes up almost no room and over the past few years I've had cause to use it a couple of times when I've shredded a tyre

Tyre boot is a good idea, one of them has got me home a couple of times.

I have always carried;
1-2 bottles on bike,
mini pump on bike,
topeak 18+ multi tool with chain tool,
3 park tool levers, (never know when one could break,)
2 tubes, 1 for mountain biking, if I puncture I'll buy new tube en route to keep my compliment up,
pack of self adhesive paches,
a few cable ties,
small cave lock,
two spare rubber straps for my light mounts,
little bag with 2 each of 9,10 & 11 speed quick links.Ready for all my bikes.
Keys.
All in a topeak aero wedge saddle bag with room to spare.

Not really a lot to look at to cover most eventualities.

Edit to add phone and money and card in pocket.
