If you washed it in ethanol it would dry out even quicker; the ethanol will dissolve the water.
Raw rice, right? Not cooked, right?
Speaking purely from gut instinct, I think I'd start off the whole process by disassembling the thing as far as possible then swishing everything around in distilled water, to maximise the chances of removing any residual chemicals - after all, you can't do any actual harm that way (it's not going to get wetter than it's been) and it might just do some good. Maybe someone round here who knows about such things can say why that would be pointless, or even damaging...I won't be hurt.

If there's any conductive stuff in the phone from either detergents or from the mains water a deionized water rinse would help remove it.
