Molding Artifact, Or ?

Just got a new Mavic Cosmic Exalith, and it came with a tyre. Nice surprise, but the molding artifacts .... Normally I trim the little molding artifacts off, but there are so many, it looks deliberate ?

They're stabilisers, they prevent the bike from falling over when you ride no hands.
