Helmets and Hi-viz are PERSONAL CHOICE & NOT a mandatory requirement regardless of stupid sodding Halfords adverts and any number of 'saved my life' anecdotes. My essential safety feature of choice is a pair of padded cycling gloves, the one bit of your body you can near as dammit guarantee will hit the ground and get all scraped and bashed in any off will be your hands.

an upgrade for that distance on straight bars should be bar ends to give you another hand position and take some of the strain off your wrists. You can get them for a fiver or so

If you do go for the stereotype safety kit, get a helmet that is comfy regardless of aesthetics or price. I'm a fan of a Sam Browne belt as it screams out cyclist far more than a big slab of yellow builders vest.
