As stated by someone some time ago
people are not smart enough to use smart motorways - or something like that

but also - someone must have started off with constant monitoring of the motorway area if there was no hard shoulder
then - someone else decided to cut costs due to it being unnecessary

which is why smart motorways would never work safely

The sign that says “Sorry for the delay” is probably a lie because I suspect the Highways Agency don’t give a toss.
