Firstly, as you ask, why would anybody who was freezing take off their jacket?

A basic part of helicopter rescue training is to check around for loose items of clothing, which could fly up and get caught in the rotors or sucked into an intake. I'd have thought the bloke on the cable would have checked for that. A garment would float away in the downdraft, not shoot off down the cliff leaving a cloud of snow in its wake.

Have a look when the winchman first gets there - the item is flapping around in a way that I would not expect a human arm/leg to.

It's just a jacket. I've seen people walking up Snowdon in trackies, carrying a bottle of beer/wine each. I had to do a double take.
