I don't know why they wear the balaclavas but they didn't know it wasn't international terrorism until long after the incident was over. At the time they didn't even know if it was a lone shooter as there were contradictory reports.

So whenever they go to an incident they assume it involves terrorism? I think there's something seriously wrong if that is the case.
