@mybike ,I believe the balaclavas are lightweight for hot weather, to mask the identity in case of any planned terrorist reprisals against they or their families.
I don't know why they wear the balaclavas but they didn't know it wasn't international terrorism until long after the incident was over. At the time they didn't even know if it was a lone shooter as there were contradictory reports.They're still pretty warm, and it wasn't a terrorist by all accounts.
