First step would be getting out on the bike and then seeing if he wants to join a club to race but make sure everytime it is what he wants to do cause the last thing he needs as kid is to do something that feels like a chore. One of the most important things about athletes is the ability to believe you can do something well. Over time you'll be able to tell and he will hopefully if he has a natural fitness and ability. Just be honest and supportive and hopefully he'll remember that when he's older
