That looks interesting.

Do both of the wheels turn or is the handle closer to the "big wheel" just to hold on?

unusual, and probably worth a fair amount ....

but quite a distance from the saddle to the centre of the steering tube .... I hope that you have long arms

It is a 1980s exact replica of a Victorian 1880 Coventry Rotary Tricycle.

The large wheel (L.H.S) is the main driving wheel & measures 48". The two small wheels (R.H.S) are the steering wheel's, via rack & pinion.

Only the two small wheels turn, via rack & pinion steering. The l.h.s handle is a grab handle!.
