Edit. Just realised what he means, that is actually a really cool idea. If you could get it popular, you can start to imagine people seeing real consequences for their actions. Namely, an employer or insurer not liking what they see on the website.

I'm not sure that such a web site would serve any useful purpose. Apart from folk posting the pictures who else do you envisage visiting the site and what would they do when they did visit?
The commuting forum posters might show interest but I suspect the majority of folk would find pictures of cars boring.
Dunno. Is there a website where car drivers can report cyclists for being urban warriors? Its a 2 way street out there, stop trying to change the world because it will never happen. Fact. There are good and bad road users.
