I've plotted a route following the old railway route from Haltwhistle to Alston that I want to try out.

Has anyone ridden it recently? Is it rideable, what conditions? Can it be done on 28mm slicks?

Do you ride over the viaduct or do you have to bypass?

I've had a good search but the answers it's turned up aren't that clear.

There's a short section to the south of the bridge that you can't cycle. So you have to leave the track bed and follow the road for a couple of miles to by pass the blockage - http://www.openstreetmap.org/#map=14/54.9193/-2.4996&layers=CN

The surface used to be good for a compacted stone. Can't say what its like these days
