I would ring the local police, and let them know you have footage. That way if/when they arrest anyone, then this will add as evidence against them.

+1 I was near Addembrooke's hospital hospital today, I heard sirens & just bunny hopped onto the pavement then stopped... to my amassment the guy I'd overtaken a few seconds previously passed me was holding up the ambulance just ambling along in a secondary position blocking the ambulance from passing...
