The driver who has stopped and not blocked the junction has inadvertently caused an increased hazard.
Whilst it's 100% the drivers fault - clearly it makes sense as a vulnerable road user that we slow down when approaching junctions in traffic like this?
Surely part of being a good cyclist is predicting the actions of others?

Ha! Ha! Unfortunately, much as I'd love to be around to see that, if he did he'd find himself being arrested by one of your Met colleagues, would he not?
