It looks OK for the price.
As others have said, you really don't need a suspension fork. IMO 8 or 9 gears will be plenty if you're commuting on a route with no massive hills. Not sure what size wheels it has? 700c (i.e. road bike size) are generally considered better than 26" (MTB size) for road use.

He's a new cyclist, commuting a 10 mile round trip on fairly flat London roads and he's getting on well with it.
