The wheels are made up of steel rims with a wooden liner.

No idea I'm afraid, but that has the potential of one heck of a satisfying restoration project - ! :okay:
By the apparent lack of brakes, fixed wheel - ?

I was able to find the model number and serial number. Appears to be a 1927 Westfield Model E-9.

Model 9, Serial Number E1xxxx

Now for more research....

It seems to be a coaster brake... the rear wheel turns freely when pushing the bike forward, but not backwards. The chain is too frozen to attempt pedaling right now.

Right now we are debating whether or not to sell it. I think it would be neat to keep, and then the decision becomes whether or not to restore it.
