Need help identifying use...

So I ordered one of these rear spacers for my bike when it's being transported, but it has a red tag thing attached to it, and I think i'm supposed to know what it is for....but I don't.

No Might about it, that is what it is for

Make sure you keep it on you when you ride the bike. It saves a lot of faffing if you have to get the wheel out, on a ride, and accidentally squeeze the levers.
