I think since the OP says his rim is (only) 13mm inside width, 25-622 is the widest it would be sensible to select ("TBH").
On pressures - maybe OP is a lightweight. Rear takes 55-60% of total load.
Interesting chart, but what does "15% wheel drop" mean?

what does "15% wheel drop" mean?
Tire (sic) drop is the amount the bicycle is lowered as the tire deforms under the load of the bike and rider." (NB less than half of total load on front tyre. Percentage tyre drop is that amount as a % of the tire depth when unloaded.)
