The handlebars add drag but together with the rider make it faster, that's what is claimed:

The handlebar or the bike? They are suggesting their handlebars make it faster not the bike. When you think about it, panniers on handlebars should not be a problem. Seen people leaving Tescos with shopping bags on the end of their handle bars. /s

I’d test ride it for them, they’d know all about drag after that!
