New tool roll or bag?

Help!, after losing a third set of tools etc while out at the weekend, can anybody recommend a small tool roll which I can securely strap to my frame without constantly checking its still there, ( I have lost two saddle bags and a fabric keg !) I don't want to go down the bottle cage route, as I want something minimal that I can strap on and forget about until its needed!

What riding are you doing to lose two saddle bags?
I have used one of these http://www.chainreactioncycles.com/topeak-aero-wedge-strap-on-saddle-bag/rp-prod7361 for over three years. Smaller versions are available, but mine comfortably takes patches, inner tubes, multitool and mobile. But even when stuffed full, neither it, nor its predecessors have broken free from my bikes whilst I have been riding.

I've just invested in a vittoria tool / bottle thing as I fancy a change from a saddle bag

The first one I 'lost' was a saddle bag fixed with Velcro( around seat post and saddle rails) , second one had a clip in bracket bolted to the saddle rail with a seat post strap, and the last one was a fabric keg bottle, so you can see why I am getting a little paranoid about it being secure................

All my saddle bags have a tie wrap passed through the clip in part and through the rails so if it does come loose it want fall off

My toepeak aero wedge (small) seems nice and snug. There's two clip on buckles which can't fail unless the plastic is perished, then there's velcro around the seatpost too. Losing it would take some doing.

Food. Don't put anything harder than your spine in jersey pockets, lest you cause yourself serious problems if you fall off. On-bike bags are used for good reasons.

I don't like velcro either. Did you make an error with the second one so it couldn't click into its bracket? (I've seen that done - a rail-mounted clip put too far forwards in an attempt to look neater but the curve of the bag pushed against the seat post and stopped the bag clicking in.)

Was the fabric keg bottle on your frame and if so, didn't you see/hear it fall?
