Positive reinforcement, it'll associated shouting loud and long with getting a nice reward.Take a supply of sausages out with you and keep lobbing one over every time it begins barking.
Quick call to the RSPCA? Not that they will do anything in the slightest. Have you tried talking to the neighbours?I get on well with the neighbours, but their dog is a tw@t. They've had it for about a year, and it is basically out of control. I see their childminder walking it, when she takes their kids to school, and it jumps at people, other dogs, etc. They had a previous dog, that died, but which had attacked my dog before it snuffed it. I don't think they know how to keep a dog. They also let their young kids walk it, without supervision, and I have seen it attack other dogs, beyond the control of the kids.
Just pop out for a 100 mile ride,should fix the problem for an hour or two.
