Latest sunrise is not until 28th and 29th December, 08:41:34 according to the same site, although it's actually about 09:20 before the sun peeks out from behind the hills.

Sunrise and sunset aren't evenly split around midday. Shortest day isn't necessarily the earliest sunset.

It is. From today sunset is starting to get later but sunrise is also getting later and by a larger amount. Google for equation of time for a complete explanation.
