Crankarm's advice is spot on IMO (except the bit about the drilling).
I agree with the comments about headphones too. There's a huge difference between preferring to hear the sound through the speakers and needing to. Doing a sound check at a venue requires volume through speakers to hear the accoustic effects of the surroundings; mixing tracks in a bedroom can be done with a decent set of headphones.
Obviously a friendly approach is best because noone likes to fall out with their neighbours, but if that doesn't work the law is there to back you up.
1. beg, steal or borrow a really big bass speaker. Screw fix it to the partywall, facing their way. Put CD player on shuffle or repeat at about 9pm. Iron Maiden or anything from the Keraaang! (sp?) oeuvre would be favourite. Go out for the night.
2. obtain bongo drums and play them while wearing headphones. Note - do not attempt to play any kind of consistent rhythm.
