Learning disability or difficulty is not usually used nowadays to describe conditions such as dyslexia, although it's still used by some in education.
'Impairment' seems to be becoming more favoured than 'disability' for reasons mentioned by other posters about how design can be disabling rather than a person's individual condition.
I know some people might think what do words matter – but people with learning disabilities were in my younger years still referred to as 'defectives', 'mongs' etc.
