More of the 'I pay for the roads' comments depends on motorists being aware of the changes. Given how many think of VED as a road tax, despite it changing 78 years ago, I don't hold out much hope for that!

For many drivers I come across being aware of anything in the world outside their steel boxes would be a novelty.

Substitute will for may and I'll accept your new version.

One thing that's occurred to me is that this change could be a crafty way to cut the roads budget still further. If the funding for roads came exclusively from VED then as far as I'm aware that would be a huge cut in the roads budget! (I'm open to correction on that as I can't find figures that are better than 6 years out of date)

"Did I get that right?" depends on what you were aiming for. If you get satisfaction from merely reporting him then do that. If sharing it on here and on YTube is enough, then just do that. These idiots will never learn, they represent the bullies in life who are present all the way from the school playground right up to Senior Management. It was very tough for me to stop shouting expletives every time things like this happened to me, but now I've succeeded in not letting it get to me. I sort of laugh, and think to myself how close to death was I...actually? Usually the answer is not as close as I thought in the heat of the moment. You showed good skill and control, so all's good eh?

On the subject of reporting him, good luck with that. If anything is done at all, the worst he will get is probably a letter through the post telling him he's a very naughty dangerous boy, to which he'll laugh and probably brag to his equally challenged mates. I know you won't vandalise his car, but if you did, you'd be very silly; he'd eventually catch up with you and use his car as a weapon.
