As someone who cycles in London, and lived in Manhattan / NYC my whole life, I cannot imagine a time when I would cycle in Manhattan. The drivers are 10X worse than in London and the road conditions are horrific. It will be interesting to see if Bloomberg & Co can get people into cycling around.

THat said, I am not totally sure what the benefit is during peak hours. NO ONE drives in Manhattan other than uber rich people, taxis, buses, and trucks. Anyone who COULD cycle is already on public transportation.
