Peugeot driver has just taken his foot off the brake. So he is either going to pull away or open his door.
Either way, give him a wide berth.

I've just had a look at the video myself and (not giving anything away) the folks suggesting that a silver Peugeot does something are wrong. There is no silver Peugeot. It is a light metallic blue!

Mmmm. How long should you wait...

Either the car you are about to pass (parked up but who has just stepped off his brakes) does a standard pull out as it's only a cyclist (assuming he's even seen you)... or an ice-cream van blats past with the driver holding a 99 out of the window and shouting "It's fer yooouuuuu, yer soft jessy on a biiiiiike".

The answer

Ok. Here is the answer. Nobody was exactly right. Some got the car colour wrong, some said the car was pulling out, it wasn't it was doing a u-turn.

JamesAC was closest, but he failed on two points, it wasn't in front of me, and it was a woman!

It was very close.

No hazards and no inicators. They just took their foot of the brake and went. She didn't look in her blind spot.
