I've looked them up on Google play store and there are numerous to choose from. The first one I looked at wanted an unhealthy amount of personal info.
ISTR that one was recommended by someone on here a while ago.

I use Navmii, I believe it was @ScotiaLass who recommended it. Works well, in the UK at least.

Ive got Maps.me on my tablets - seems to do what it says on the tin - but despite having had it for a couple of years Ive never used it in anger

I have several installed but not had the time to get to grips with them all/assess yet.

For the UK (still in europe?) I like cyclestreets offline - you have to go online to do routing but offline can access all the maps and your saved routes.

For italy, "map of italy". The searching is excellent. Not used it much in situ though - i prefer my garmin etrex 20 with free openfietsmap. In fact, OP, a question. Why not use a garmin and a flavour of OSM? Has many advantages.

Resolutely on topic
I've used maps.me very successfully in the UK and Europe. I've not properly tried the routing, which is a relatively new feature and may not be optimised for cycling, but for nicely rendered, fast, and regularly updated OSM maps it's great. I bought the pro version a couple of years ago but I think it's entirely free now.

Im pretty sure I paid a few quid for the pro version a few years ago - my recollection was that you got the first map free and that additional maps were extra - prompted by this thread I was just having a play and it was downloading maps like it had gone out of fashion for free

We only use maps.me, and have been our only map source for several years now. We've also installed it on our smart phones for back up. Germany, Italy, Austria, Portugal, Spain, etc...
We do double check with google maps when possible.

This is Rich we're talking about. We're surprised he's got an Android phone and he probably only knows that 'cause someone told him.

Also Maps.me which I don't find particularly intuitive but the first few maps are free and it does navigation but.....it keeps rebooting my phone but if you can get it to work the maps are good.

+1 for maps.me, on a tablet at least, used it recently in Vietnam, Australia and the US. Not nearly as user-friendly on a phone, though.

Thanks BH.
I don't really want a gadget, though it may happen one day. I just want an offline map of Galicia as a back-up, ideally on my phone which I'll have with me anyway.

Digital maps are only as good as the physical maps they are based on - surprise surprise - out of curiosity and because I am a sad git I just downloaded the ME map of Spain - its pretty good if you are actually somewhere - however in common with most Spanish maps once you get outside of anywhere significant it not good at all

(@rich p - if you are using it on a phone I suggest you make sure your reading glasses prescription is up to date)
