Possibly: is it a Rayleigh? There's lots of info here.
I replaced the cottered crank on my 60's Carlton with cartridge BB, but I had to 'remodel' the threads using an old BB cartridge as a tap - not nice, but with much grunt, care and oil it worked in the end and the new BB has remained secure.

local bike shop rethreaded mine, went cotterless 20 years ago when apparently the bike shop forced a cartridge coterless bb in. when it came to change it 14yrs later my lbs did a proper job and rethreaded the bb. Had another new bb since then (I do a LOT more cycling on this bike - my commuter these days) and new one went in fine.
