Potato quality would normally refer to the quality of the photograph, as in it looks like the photo was taken with a potato. So I'm going to guess that's what was being referred to, I could however be waaaayyyyy off the mark.

Sorry guys, the above is correct. Photos were taken with my phone camera which isn't the greatest. Potato quality basically means the photo is a bit crap.
