I got a passable result from sending this video to a named person in Devon & Cornwall Police:
...driver sent an education pack, and details kept on record. Plus DCP bod looking into doing a Operation Close Pass on that stretch of road - one of those ones that has execrable shared-use paths at various points, which certain drivers think means they should bully cyclists off the road using their cars.
