Cycling in the sun

I was cycling home today and saw a lady cycling in-expertly on the path on a quiet (ish) road. She seemed to be not in control and looking at her bike the levers were too low. But I didn't have the courage to actually get out the allen keys and offer to adjust them for her (but I wish I had).
