I also have the Decathlon one but it is super light wind proof, and certainly not waterproof in any way...superb bit of kit though

Great value, usual Altura quality and rolls up small enough to go in a jersey pocket or small saddle bag. No pockets on it but waterproof and light.

Looks nice but like my altura pocket rocket it appears to have what i think of as a racing cut - scooped up at the front. Not so good for general purpose cycling.

Only for small in black, all others are £30 ~ £40
If, by breathable., you mean something like goretex - well, in my experience goretex can't keep up with X amounts of physical exertion - ie for walking it's fine, but for running - nope. Cycling falls somewhere in between and it depends on how hot you burn.
That said, I nabbed myself a North Face Venture goretex-like jacket for running because it has very large pit zips (which are, btw, awesome) and a hood (best worn with a baseball cap underneath though). It'd be OK for my on my mountain bike but I doubt if the back is long enough to be used in a more sporty position.
