All part of the retcon. I've had similar on greetings cards and the York Rally now demands them on its retro ride.

CTC abandoned the York Rally a few years ago. It still surprised me that they'd signed up with BC and introduced this rule. See it confirmed explicitly on CTC's forum at https://forum.cyclinguk.org/viewtopic.php?f=9&t=127054
