Probably not.

You can buy racks that clamp onto the seat-post though.

I have one on my road bike that can't take a traditional rear rack. It is study enough to be well packed with enough stuff for a whole day out on the bike. (food, waterproof, tools, spares, food and the like). I've never had problems with it.

do these seat post racks hold normal pannier bags or do they have their own special type?

Their own fit best. I certainly wouldn't want to rely on this for say a pukka cycle tour holiday, but for everyday day-tour they hold sufficient.
