Loose fit on the rails of your rack?
Stick some sugru inside the pannier hooks, then fit the panniers on the rails with a firm press.
Take the panniers off again ensuring the sugru is still in the hooks & leave the sugru to harden.
Rattles gone.

Isn't it like a sort of half glue, half sellotape, mouldable type sticky thing?
I bought a bunch and thought I'd change everything I own to be more ergonomic etc, but I find it hard to find uses. I tried using it once and it seemed to set in some duration beyond my patience span.

I have a squeaky rack, largely because one of the bolts bent whilst loose and I haven't got round to measuring it to replace. Such an easy job... So lazy. I suspect not diagnosing creaks is why my saddle failed recently.

Creeeeeaks! *Shakes fist at sky*

I've got two bikes with racks that are different thickneses so it's better to adapt the racks so the pannier can be moved easily from one to the other. A bit of old inner tube does the job.

I tried that. Sugru is a better fit and doesn't scuff.

It broke off when I tried to use it to coat a hook. Maybe the week I left it wasn't long enough.
