Pedals rotate when pushing bike

I have just had my bike fully serviced and noticed that when I push the bike, the pedals slowly rotate, should I be concerned about this?

It's a hub gear by the way if that makes a difference.

Also the gears are not as efficient as they were.

All my Sturmey equipped bikes do this to a certain extent. I have seen it suggested that it's because the bearings are done up too tight but they feel okay to me.

It may be down to using a very thick oil/grease on the hub internals.

My Rohloff does it as well.
I understand that it's down to the seals and that it's a good thing.

ETA: If it's not as efficient as it used to be, that could be down to the lower temperatures making the grease/oil more viscous.
Alternatively, it might be time for relubing. I "think" mine is a little free-er since I did the 1st oil change.
(Actually, it probably doesn't matter if it's not more efficient as long as I think it is.)

I've found that it can also happen if the chain is too tight.

By "not as efficient", do you mean that it's tougher to pedal in a given gear, or you're having difficulty changing gear?
