It is usual for decent bikes to come without pedals, and that is a good thing. There are multiple types of pedal so why supply one type when a customer might want a different type?

Seems mad doesn’t it? Sell a bike, but don’t equip it with pedals.

The reason is that such bikes are often ridden with clipless pedals and there are several types. By not adding pedals, they allow you to choose your preferred shoe and pedal combination,

The same point could actually be made about saddles, which are equally individual items. I find some saddles really uncomfortable even though other riders love them - the Charge Spoon, for example. I only lasted one hour on mine and found it so painful that I replaced it after that!

I think at one time, it was a "loop hole", to get round certain legal requirements, that applied to "complete bikes"?
