The built in outer cable guides on the down tube could have the function of anchoring a band-on pair of gear levers.
One of your images shows a fluted seat post (or maybe it's the light playing tricks on me).
There'll be a frame number on the underside of the BB shell.

The outer cable guides are too close to the lugs to use as an anchor point for down tube shifters.

Just loosened the head set nuts and the steering feels better so will drop the forks and re assemble with fresh greese

An hour tonight stripping, cleaning and re assembly of the headset with fresh grease and clean bearings on the Alan .

I also weighed it and was quite happy with 10kg and measured the rear dropout at 130mm so either it's been spread or it was wider in original form as it was a cyclo cross frame?

And spotted this stamping on the forks 03 53 M so guess 53 is frame size and 03 is March ?

Let's hope the 130mm OLN is by design. 'Spreading' aluminium rear triangle would not end well.
I have looked at my down tube. It's got brazed on 'squares' which allow the Campagnolo friction levers to be screwed on.
I guess bar ends are the only valid assumption.
Wrt frame size: my 58x59 is immediately below the seat tube lug. Your 3-53 assumption makes eminent sense. I will look (for interest) at my steerer tube the next time it's out.
What are the wheels (hubs/rims)? Mine are Maillard Atom hubs laced to Weinmann rims.

Wheels are a real mixture a more modern Quando front hub and a rigida rim whilst the rear is a an old campagnola hub with a rather bent axle on an omega rim wheel .

I am unsure re what wheels i will use tempted to put a set of light hybrid one i have kicking around and then i might be able to use up one of the sets of marathons i have laying around if there is enough room

I cant see anything odd or out of shape on rear triangle other than it not having a hanger for the mechanism but it doesn't look like it's been cut off ??

Does yours have the the thin metal strips on the inside face of the rear drop outs ?

My 'hanger' is part of the lug.
Yes the 'thin metal strip' is there which allows small adjustment to the axle position (both sides), secured by the hex-headed screw.
Think we need a 'close up' of the RD (make/model) and rear RHS drop-out.
I wonder if your seatpost clamp (mechanism) screw (with its unaesthetic head protruding) is actually a replacement. Mine is a 'normal' recessed allen key job.

Another fruitful session tonight

Rear hanger WAS secured by a bolt that was way too long and was rubbing on the edge of smallest gear so found a much better nut and bolt and not convinced it's been chopped off.

Re measured rear drop out

Seat post is 25mm and top half fluted tried my selection of seat pin Allen key bolts but none were correct so retained original, managed to remove the bolt for seat clamp with an Allen key headed bolt.

Tried some 35 mm marathons in the rear and they would be ok if I decide to go that route.

55 stamped on what would normally be a brake bridge

All followed by a leisurely 1.5 miles and it rode 5.

A whole 7 miles completed this morning with just a few minor adjustments.

Half hour tonight de dusting, inflating tyres and lubing the chain of my Ian May road bike.

This Giant of a Peugeot Harvard popped up locally at a couldn't be missed priced , so off I went .

On initial look at front brakes are non existent, slight play in headset, odd tyres and 15 years of dust and cobwebs

On the big Pug the headset lock nut looks it's either a one piece affair or it's fused with the lower nut, I need to dismantle and have a better look
