You may want to take a look at this. There is a tool to measure using sonar, the distance a car is passing a bike. A police officer is riding his bike while another is ahead. If a car passes too close, he calls ahead and the driver is ticketed. I think the 1 meter+ is a good rule and hope it gets passed there.

Would make camera footage more worthwhile I think and also more chance of a prosecution if you got taken out.

I believe using a mobile phone what driving is illegal but that doesn't seem to have much of an effect. Can't see this making an iota of difference if it became law. Idiots will still be idiots and the police won't be able to enforce the law
