Is that a two directional cycle lane?

So a cyclist riding towards us, on the side next to the road, with a white headlight on at night, against an on-coming stream of cars?
What will the drivers do? Assume cyclist is on the right and steer to the left? And the cyclist will be blinded by the cars headlights.

What it doesn't show in the artists impression is that there is a physical kerb between the road and the cycle lane. There's another new one going in at the moment and one just completed. There are no kerbs where a side road crosses the cycle path but the transition is clearly marked. I'll cycle up and take some photo's tomorrow if the storm has passed.
EDIT: Any story in the local rag that involves cycling brings out the usual suspects in the comments, ranting on about how persecuted the poor motorists are 🤔

Any driver incapable of dealing with that should surrender their licence, preferably before they encounter that or one of the few "diverging diamond" junctions which create similar situations but with oncoming motor traffic to your left.

Equally, any car with the so-called "left lift" of the headlight beam high enough to dazzle cyclists is unroadworthy and its driver is committing an offence. Is it time for a crackdown? Norfolk police reportedly stopped 42 motorists for vehicle checks recently and found fault with 36 of them!

Note the bidirectional cycleway appearing on the other side too!

And I think this is technically Bournemouth.

“It's often in the evening when its dark and they're riding with barely any lights,” he continued.
So they are riding with lights then, as required. one at the front and one at the back!
