Possibly a silly question about panniers

"Pound shop" locks can be opened with pretty much any key you can fit in them. I can also pick them in a few seconds and I'm not some kind of pro here.

I'd also be careful of the lock rusting up, specially inside :/

I'm not really bothered -- they weren't locked at all for about 6 months, until I happened to see the £1 lock when I was in Poundland.

Another vote for ortlieb. I have used them for over a year now and no leaks. Despite having a lie down one day. I am still claiming that it was diesel on the road rather than me being lazy!
