Parcel force for sure, it just costs more if you need adequate insurance should the value be high, but I don't think it's anything crazy.
I've probably sent 4 pairs of wheels overtime, of varying values, and never had an issue - I have always used a proper wheel box though, and tend to go a bit overboard with how I pack everything.
You can pay a bit more to get them collected, though you then of course have to wait in potentially all day, you can buy online, print out and drop off at most post offices, or you can just take it to the post office, and do it all there.
I've done it the last way, as if you want to support your local post office, doing it online (But still dropping it off there) means they get no revenue from it at all.
