Most council websites have a reporting facility - ours are usually pretty good at fixing them: http://www.torbay.gov.uk/roads/highway-fault/

Note you can only report potholes in Torbay to Torbay's website, likewise for most, so you need to be pretty hot on council boundaries, responsibilities and web addresses to find the right one. Simpler to use www.fixMyStreet.com IMO, which also has the benefit of being searchable by other pothole victims.
