problem with pinerello most aero spacers

there is a pin in the upper head set that is suppose to line up with the aero most carbon stem , the holes do not line up , the spacers on top of the stem go upside down line up and work ,, im thinking there is a spacer that is wedged that might go in between ,, any ideas?
