I wouldn't mind so much if everyone did that. It's the ones who pull out in front of me then dither along at 23 mph that annoy me*. If you're going to pull out in front of me, get on with it.

Happens all the time, drivers fault no doubt, either didnt look properly or misjudged your speed (if in doubt wait.... so misjudging speed isnt an excuse, just a possible cause)!
It was a similar incident when I got knocked off in Didsbury. Except the driver was pulling into a side street and not out of a garage.
