Even there, there is point in questions. You might extract a commitment from the shoo-in, all of the party candidates might ask their colleagues about it and independents are often community activists and you might set them thinking.

True, although here it becomes even more complicated as some roads are managed by Elmbridge and others by Surrey County Council, so Elmbridge can decide on one thing only to be overruled by Surrey. And we know what Surrey think of bikes.

You have my sympathy. It's bad enough here with just one road managed by Highways England where you can often lose any repair within 200m of their road in an orgy of furious buck-passing. But please keep playing this lottery, even if you don't waste much time on it. One day, it could be you that wins...

I would go more nitty gritty for the Police Commissioner: will you encourage Operation Snap (acting on bike cam and dash cam submissions) and Operation Close Pass (unmarked police bicycles with cameras in close pass hotspots)?
PCC's are suposed to have no involvement in operational matters. They exist to set a policing and crime plan, and then hold the chief freemason accountable for implementing it.

A PCC could, theoretically, set a target for a 50% in cycling deaths, but cannot become invoved at any level with delivering that - thats the chiefs job to decide the means by which that is acheived, to make it happen, and if necessary go back to the PCC for the respurces to make it happen.

An honest candidate would answer as such, but most will flannel some bullpois answer just to please you.

Cannot dictate, but if the resources or incentives for Snap and Close Pass aren't in their plan, it becomes difficult for the chief to do them. That's why the question says "encourage".

Also, careful not to suggest a target like 50% reduction in cyclist deaths that can be achieved by discouraging cycling enough. 50% reduction in death rates, perhaps.
