Quick question - what are these for?

Braze-ons on the left fork and left seat stay, but not on the right side. Are they for fitting disc brakes? Something else?

I'm not thinking of a disc brake conversion, at least I wasn't until you mentioned it! No, it's the other bike that's in line for modifications, and that one doesn't have these. Thank you for the video link, though. I will certainly watch it.
